Cliff, I wish I had a better answer. For my website, I have hired a designer/ host/ app/ CRM that specializes in real estate. I show them what I wanted and they walk me through questions and drafts to better understand. I don't know the website lingo enough to give any additional descriptions other than what you noted as what is wanted.

Function will probably precede form.
The website should focus on the current and future challenges and events. Educate the users about the issues and events that impact them and their communities.
Examples: The county's infrastructure challenges: status, root causes and solution options; the UDO / LDO modification status and timetable, the drinking water reverse osmosis plant construction update, the fire fee / fire tax debate, the school bond funding issue, the November midterms and voter registration information for newcomers in our communities; North Caolina state legislation issues that directly impact our county leadership's decisions, transportation issues, evacuation and safety issues; etc. The website should reflect the goals and intent of the ABCPOA, and serve as a trusted site for all 30,000 plus residents who have an interest in "knowing more" about county issues and what they can do to voice their opinion and get involved.
It should provide examples of our major past accomplishments, and current projects. Let what we do define who we are. It should maintain a member only section; but largely be dedicated to reliable informational exchange and communication links in a non-partisan fashion.
As time goes and our member communities and residents experience the value of this website, we should consider raising dues to support further build outs. Robin Edwardsen Winding River
