Hi Robin, I may not be interpreting correctly. If meaning can volunteers work on projects in the community. My thoughts are if they have an active current licesnse with the appropriate insurance on that license if required by the licensing board, and if the appropriate permits are pulled.

Thanks Natalie, the question was ambiguous due to size restraints. Please see the following.

The expanded question is that we have a lot of minor maintenance and some new projects that qualified residents in our community have the skills, but they do not hold current NC licenses. They are retired. If we use a licensed contractor to oversee a permit required project, can these skilled volunteers assist? And on minor jobs that do not require permits, can we use these skilled volunteers on simple repairs and maintenance jobs, without putting the HOA at risk? Any suggestions and insights how your community handles this scenario are welcome. Thanks, Robin

Sandpiper Bay does not allow volunteer workers due to liability and insurance issues.

We have a large volunteer base and sometimes they get involved in light-duty physical activities; for example, a group of residents helping keep the Beach Access point clear.

We do not use any volunteer labor for skilled trades, but that may change soon, with the woodworkers club volunteering to construct and install the swings at Waterway Park.

There is some potential liability, so volunteers need to understand they are taking on the risk of injury themselves; they are not covered by conventional worker’s comp insurance.

Devaun Park has had community volunteers assist in minor construction, electrical or plumbing repairs and projects.  I am not aware of any circumstances where this assistance has been used when a license or permit is required by law.
